Here's a link to a closed session where they discussed LifeTime Fitness's request for a "minor modification" to The Farm in Poway Specific Plan. The City Development Services department presented this with the hope that then-Development Services Director
Bob Manis could approve the change in square footage from 6,000 to 30,000 feet as a minor modification.
The City Council discussed this in a closed meeting, violating the Brown Act, under the guise of pending litigation. Nothing of the sort was discussed, and someone at City Hall left the microphone on, recording the entire meeting. It's an hour long but reveals
the City Council's consideration of approving this change without a vote.
This raises questions about other modifications related to The Farm—home sizes, setbacks, etc. Many aspects of The Farm no longer resemble the original Specific Plan.

I posted a response but it did not upload. So trying again. The meeting was on December 6, 2022. The council members in attendance we Steve Vaus, Barry Leonard, Dave Grosch, John Mullin, and Caylin Frank. We are in the process of reporting the Brown Act violation. The City Council is aware of the audio and the city attorney originally Called it an illegal recording and actually sent the Sheriff out after,those who posted it. But after hiring an attorney and a public record request for documents pertaining to this meeting it was clear that there as no discussion of pending litigation and thus it should have been and open meeting with the public.
